PurposeThe purpose of this paper is to attempt, from the perspective of governance, to approach and analyze the cooperation mechanisms as were shown in the case of the Hebei Spirit oil spill disaster management.Design/methodology/approachThe paper described the structure of that governance and examines the relations between actors. On the basis of this information the inner dynamics within their interactions were investigated and key factors for and hindrances to the success were identified.FindingsSolidarity culture, personal communication media and a wide participation of private actors turned out to be helpful to cooperative mechanisms, whereas the lack of responsiveness of government and the unclear boundary of responsibilities between public organizations stood in the way of harmonious and effective governance.Practical implicationsThe paper shows that it is a requisite to have a comprehensive approach and pragmatic policies as well as their implementation mechanisms. There is also a requirement for effective consultation, collaboration and coordination, progress monitoring and above all, the will.Originality/valueThe research leads to the conclusion that the cooperation between public and private sectors in the case of that oil spill disaster shows a possibility of a new paradigm of interactive dialog within the society and thus can be interpreted as governance.

Das hier vorgestellte Forschungsprojekt hat die Konzepte und Maßnahmen der westdeutschen Integrationsbemühungen ostdeutscher Flüchtlinge im Zeitraum vom Ende des zweiten Weltkriegs bis zur deutschen Wiedervereinigung zum Gegenstand. Die Integration ostdeutscher Flüchtlinge in die westdeutsche Gesellschaft war eines der wichtigsten Themen in der deutschen Innenpolitik und wurde durch die Anteilnahme der ganzen Gesellschaft möglich. Vor diesem Hintergrund verfolgt die vorliegende Untersuchung zwei Ziele: Zum einen sollen gesellschaftliche Integrationsbemühungen für ostdeutsche Flüchtlinge dynamisch aufgefasst werden. Dazu wird die Governance als theoretischer Ansatz herangezogen. Das heißt: Der Kooperationsmechanismus zwischen Staat, Wirtschaft und Zivilgesellschaft zum Zweck der Integration ostdeutscher Flüchtlinge wird als "Integrations-Governance" aufgefasst, wobei die Einflüsse der Umwelt wie politischer, wirtschaftlicher und sozialer Lage mit bedacht werden. Zum anderen werden der Standpunkt der vorliegenden Arbeit und die daraus gewonnenen Untersuchungsergebnisse auf die Frage hin geprüft, inwieweit die deutschen Erfahrungen auf die Integrationsbemühungen Südkoreas für nordkoreanische Flüchtlinge übertragen werden könnten. Die Lage, in der sich Korea in Bezug auf die Integration befindet, ist in mancher Hinsicht (u.a. Doppelstatus der Flüchtlinge, Teilung der Landes) mit der Lage Deutschlands vergleichbar, so dass man aus der deutschen Integrationspolitik, deren Strategien und Integrationsmaßnahmen eine wertvolle Lehre für Korea ziehen könnte. Nach den Forschungsergebnissen sind fünf Punkte als Charakterzüge der deutschen Integrations-Governance bedeutsam. Sie sind, 1) wachsende Unterschiede der Eigenschaft der Zielgruppe: Nicht nur die Struktur wie Form, Zahl und Alter, sondern auch persönliches Motiv sowie Mentalität der ostdeutschen Flüchtlinge veränderten sich, 2) Stabilität im instabilen Umfeld: In Bezug auf die Struktur und Kommunikation behielt die deutsche Integration- Governance die Grundkonzepte ...

Nordkorea hatte lange Zeit eine sozialistische Planwirtschaft, gänzlich isoliert vom Rest der Welt. Auf Hilfe aus der Sowjetunion angewiesen, geriet das System nach dem Ende der Sowjetunion und dem Tod von Kim Il Sung im Jahr 1994 unter Druck. Trotzdem hat kein extremer politischer Wandel eingesetzt, was in der Regel auf den starken Zusammenhalt der Eliten zurückgeführt wird. Dennoch bedarf es der Hilfe von außen und bis 2004 wurden die ausländischen Hilfen kontinuierlich erhöht und das Land für den westlichen Kapitalismus geöffnet, jedoch unter strenger Kontrolle von Nordkorea. Der Beitrag widmet sich zunächst den Eliten in Nordkorea und stellt dann ausländische Hilfsprogramme für die Eliten vor, so z. B. das Schweizer MBA-Programm in Pyongyang. (ICB2).

Crisis learning is critical for ensuring that better actions are taken for an impending or a future crisis. Learning from past epidemics enables public health authorities to assess aspects of the overall response system to improve the system. Moreover, learning during a crisis makes it possible to develop an approach to address unique and rapidly evolving epidemic situations. In this study, the literature was reviewed, and interviews were conducted with a director of the Korea Centers for Disease Control and Prevention and a regulatory manager of a multinational medical equipment company. On the basis of that research, this article examines how crisis learning has facilitated a South Korean disease control agency's surveillance of infectious diseases and its development of in vitro diagnosis kits. Those kits enabled qualified private health providers to diagnose COVID-19 infections in cooperation with multiple partners in the early period of the outbreak response. The agency's learning from a past epidemic crisis, shared sense-making, and proactive efforts helped the nation to flatten the curve of the numbers of the confirmed cases in a short period of time. This study provides insights for national public health authorities tackling infectious disease outbreaks.

We performed an empirical analysis based on data from a questionnaire survey that Korean government officers participated in about the effects of worklife balance (WLB) on job satisfaction in order to whether unpaid labor such as housework had a moderating effect on job satisfaction. The subjective balance of an individual's time input in work and life was used to measure WLB. We find that WLB has a positive and significant effect on job satisfaction and that there is no statistically significant gender difference. However, the WLB effect on married female officers is smaller than that on single female officers, while it is not significant for male public officers. Child-rearing has a negative moderating effect on women's job satisfaction, although this was not statistically significant. This result suggests that the effect of the household work burden that marriage as well as child care brings is a variable that policy makers should be keep in mind in developing WLB policies.
